SOCOM: Confrontation 1.30 Update Status
SOCOM” Confrontation was originally released with a number of problems that effected server stability. The 1.30 update is designed to fix many of these problems. An update on the process was announced yesterday. Currently the patch is going through a QA process, the patch is d to go live some time after the holidays.
The holiday schedule has prevented the patch from being released at an earlier date. Currently it is estimated to be released during the week of January 5th. Patch notes reveal that the update will fix over a 100 issues currently in the game. Framerate and lag issues are of most importance.

how do i download the patch

It would appear that the patch has not yet been released. The update says that they were hoping to release it on the 5th. But they also say that they may need to release it on the 15th.
Once it does come up the update should download upon start up of the game.
