The PC version of popular fighting game Street Fighter IV will not be getting the same DLC as the console versions.
That is because said console DLC is already on the disk, meaning that you only have to unlock the extra costumes that were released for the other versions, rather than having to buy them separately. Even though this is a port of the Xbox 360 version, the alternate costumes were already in that game as well, you just had to buy the unlock code as DLC, which annoyed many.

You’re misinterpreting the source article. There is no indication that Capcom will not charge to unlock the alternate costumes just like they did with the console versions.
